Increases the competitive bidding threshold for library contracts from $25,000 to $30,000 under the Illinois Local Library Act.

Increases the competitive bidding threshold for library contracts from $25,000 to $30,000 under the Public Library District Act of 1991.

Applies the new $30,000 threshold to contracts for construction, remodeling, repairs, improvements, equipment purchases, and acquisition of library materials.

Maintains existing exemptions from competitive bidding for professional services, utility contracts, data processing, emergency expenditures approved by three-fourths of the board, and other specified categories.

Takes effect immediately upon becoming law.
