Amends the Illinois Public Aid Code to change when DCFS pays the DCFS per diem rate for inpatient psychiatric stays from the 11th day to the 3rd day when a child is hospitalized beyond medical necessity.

DCFS must pay for all inpatient hospital stays beginning on the 3rd day when a parent or caregiver has denied the child access to the home and refused to make alternative living arrangements, or when discharge is delayed due to a pending DCFS inquiry or investigation.

Applies to free-standing psychiatric hospitals and hospitals with pediatric or adolescent inpatient psychiatric units.

Prevents hospitals from receiving dual reimbursement by prohibiting payment under Section 14-13 if any portion of a stay is reimbursed under this section.
