Illinois Emergency Management Agency and Office of Homeland Security may provide state supplemental grants to individuals and households affected by federally declared disasters who cannot meet necessary expenses or serious needs through other assistance.

Grants are limited to individuals and households that are eligible for federal assistance under Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, have unmet serious needs, and have losses exceeding the maximum federal grant amount.

Maximum grant amount is $10,000 per individual or household, calculated as the difference between the federal grant awarded and the federally eligible appraised loss.

Agencies must adopt rules requiring application procedures to conform to federal Stafford Act requirements and ensuring applicants have exhausted all other available relief sources before receiving state grants.

All application materials and forms must be available in English and in the language of the largest non-English-speaking population in the disaster area, with bilingual staff available to assist applicants.
