Extends Illinois bullying prevention requirements to nonpublic sectarian schools, in addition to public school districts and charter schools.

Requires all schools (public, charter, and nonpublic) to maintain comprehensive bullying prevention policies meeting 13 specific criteria, including reporting procedures, investigation timelines of 10 school days, and parent notification within 24 hours.

Defines bullying to include cyber-bullying and covers conduct based on race, color, religion, sex, national origin, disability, sexual orientation, gender identity, and other protected characteristics occurring on school property, at school events, or through school technology.

Adds new section (a-5) protecting free expression and free exercise of religion rights from being infringed by bullying prevention policies.

Requires schools to collect and submit non-identifiable bullying data annually to the State Board of Education through the 2030-2031 school year and establishes the Illinois Bullying and Cyberbullying Prevention Fund for grants to support anti-bullying programs.
