Amends the Energy Assistance Act to modify eligibility and assistance provisions for Illinois residents whose household income does not exceed limits set annually by the Department in consultation with the Policy Advisory Council.

Sets maximum eligibility at 150% of federal nonfarm poverty level or 60% of state median income, with temporary allowance for 200% of poverty level through June 30, 2021.

Requires the Department to prioritize assistance to households with greatest energy costs relative to income and ensure at least one-third of funds go to lowest-income households, with priority application periods for elderly households, families with children under 6, and persons with disabilities.

Establishes provisions for direct energy assistance payments to applicants not on utility customer records, including those in subsidized housing or Section 8 Housing Choice Voucher programs where energy costs are included in rent.

Authorizes additional benefits for past due utility amounts, summer cooling assistance for vulnerable populations, and installation of energy conservation and renewable energy measures when funds are available.
