Creates the Agricultural Drought and Climate Resilience Office within the Department of Agriculture to provide voluntary technical assistance, nonregulatory programs, and grants to help agricultural producers prepare for and respond to drought and climate-related hazards.

Requires the Director of Agriculture to convene a stakeholder group including agricultural producers, conservation program members, and solar energy industry representatives before adopting rules for the Office's programs and grants.

Directs the Director to conduct a study by October 1, 2025 examining greenhouse gas reduction and carbon sequestration opportunities in agriculture, including soil health practices, dry digesters, and potential certified offset programs.

Mandates that the Office grant preference to applications proposing agrivoltaics demonstration or research projects, with grants including findings on additional costs compared to traditional photovoltaics and limited administrative expenses to 5% of implementation costs.

Requires the Office to post all grant applications and award details on its website, including recipient names, award amounts, funded projects, and grant duration.
