Creates the Navy Club Fund as a special fund in the State treasury to receive fees from Navy Club special license plates.

Authorizes Illinois chapters of the Navy Club to issue decals for Universal special license plates with an original issuance fee of $5 and renewal fee of $18, both deposited into the Navy Club Fund.

Requires all money in the Navy Club Fund to be distributed as grants to local Navy Club chapters located in Illinois, subject to General Assembly appropriation.

Amends the State Finance Act by adding Section 5.1012 to establish the Navy Club Fund as a dedicated revenue source for supporting Navy Club operations in the state.
