Amends the Emergency Services Districts Act to allow rescue squad districts organized before January 1, 2024, to continue operating under the new act and either retain their name or be renamed as emergency services districts.

Establishes differentiated property tax rate limits: 0.20% of value for districts in Cook, DuPage, Kane, Lake, McHenry, or Will County, and 0.80% of value for districts in other counties.

Permits districts outside the six-county collar area to increase their authorized tax rate by up to an additional 0.20% through referendum, with aggregate limits of 0.40% for those districts.

Clarifies that ambulance service taxes levied under Section 11.5 are subject to the same aggregate tax rate limitations as other district levies.

Changes terminology throughout the act from "rescue squad district" to "emergency services district" and authorizes districts to charge fees for ambulance services within or outside district boundaries.
