HB4182 - Construction Zone Safe Detour Act

• GPS service providers operating in Illinois must maintain 24/7 availability to receive official detour requests from emergency services, Illinois State Police, and the Department of Transportation for construction and emergency situations.

• GPS service providers must upload detour and routing information into their navigation systems to properly direct users and may face treble damages for failure to implement proper detour routing on an ongoing or emergency basis.

• GPS service providers have an affirmative defense if emergency services or the Department of Transportation fail to notify them with routing information.

• The Department of Transportation is prohibited from conducting construction on secondary routes or parallel primary highways simultaneously, except in emergencies.

• The Department of Transportation must reimburse local governments for road damages within their jurisdiction caused by detours around Department-authorized construction zones, and shall adopt emergency rules to administer the Act.
