Adds new definition of "distressed location project" to the Open Space Lands Acquisition and Development Act, covering open space acquisition and park/recreation/conservation area development in areas designated as distressed by Department administrative rule.

Increases state funding assistance for distressed location projects from 90% to 100% of project costs, matching assistance available to distressed communities.

Requires that no less than 10% of annual appropriations under the Act be made available as grants to distressed communities.

Modifies application requirements to include distressed location projects and establishes priority consideration for distressed location projects in grant awards.

Removes previous temporary fiscal year 2023-2024 provisions allowing 100% funding for distressed communities, making enhanced funding levels permanent for both distressed communities and distressed location projects.
