Requires contractors and employees delivering goods for third-party delivery services to use non-carbon emitting transportation modes while making deliveries.

Establishes a fine of $250 or driver's license suspension for violations of the zero-emission delivery requirement.

Applies only to counties with a population of 3,000,000 or more.

Prevents home rule municipalities from adopting delivery regulations that conflict with this state requirement.

Defines "third-party delivery service" by reference to the Fair Food and Retail Delivery Act.
