Offers base grant amounts ranging from $7,500 for Class 2b vehicles to $120,000 for Class 8 vehicles, with additional 65% incentive for electric school buses serving public school districts.

Limits grants to maximum of 80% of vehicle purchase price, with additional bonus points awarded for purchasers in equity investment eligible communities or with collective bargaining agreements.

Requires eligible purchasers to operate vehicles in Illinois for at least 80% of operational hours and maintain ownership for minimum 5-year period after receipt.

Sets aside 20% of appropriated program funds for projects in equity investment eligible communities.
