Creates the Bottle Deposit Act requiring every beverage container sold in Illinois to have a minimum deposit and refund value of 5 cents, with 15 cents for wine and spirits containers over 50 milliliters.

Establishes licensing requirements and fees for initiators of deposit, redemption centers, and collection agents administered by the Illinois Environmental Protection Agency.

Requires dealers with retail spaces of 5,000 square feet or more to accept empty beverage containers and pay refunds in cash, unless they have a written agreement with a nearby redemption center.

Allows multiple deposit initiators to enter commingling agreements to commingle beverage containers of like material, with the Agency able to approve up to 2 qualified third-party commingling programs.

Imposes civil penalties ranging from $100 to $1,000 for violations, prohibits certain container types (pull-tabs, plastic-metal composites), bans glass-breaking games, and creates the Beverage Container Enforcement Fund financed through licensing and registration fees.
