Amends the Rivers, Lakes, and Streams Act by adding Section 18k establishing National Flood Insurance Program requirements for state agencies.

Requires the Department of Natural Resources to ensure state agencies comply with flood insurance standards and adopt rules at least as stringent as federal regulations in 44 CFR 59-60.

Mandates all state agencies obtain special flood hazard area development permits before undertaking development on state-owned property in designated flood zones (Zone A, AO, A1-A30, AE, A99, AH, AR, V1-V30, VE, or V).

Requires state agencies administering grants, loans, or permits for development in special flood hazard areas to inform participants of flood hazard locations and applicable state and local floodplain requirements.

Directs the Department of Natural Resources to provide special flood hazard area information to state agencies and may establish memoranda of understanding to outline review procedures for flood zone development.
