Designates all residentially zoned areas in counties with populations of 3,000,000 or more as low-carbon delivery zones and requires last-mile deliveries to these zones use low-carbon methods including bicycles, electric-assist cargo bicycles, electric vehicles, or mopeds.

Establishes a Low-Carbon Fleet Rebate Program through the Department of Transportation offering grants up to 50% of the purchase price for electric-assist cargo bicycles used for deliveries.

Provides an additional 25% grant incentive (75% maximum total award) for electric-assist cargo bicycles delivering goods in low-carbon zones that are also designated as equity investment eligible communities.

Limits program eligibility to qualifying purchasers that are newly formed business entities not owned by parent organizations with gross annual revenue of $20,000,000 or more, and requires fleet owners to be domiciled in Illinois.

Requires electric-assist cargo bicycles purchased through the program to operate exclusively within Illinois and authorizes the Department to limit the number of grants awarded to each qualifying purchaser.
