Creates the Local Accessory Dwelling Unit Act to establish state standards for accessory dwelling units in Illinois local governments.

Prohibits units of local government from banning the construction or use of accessory dwelling units within their jurisdictions.

Allows local governments to establish reasonable regulations on accessory dwelling unit size and location similar to other accessory structures, provided such regulations do not effectively prohibit accessory dwelling units.

Defines "accessory dwelling unit" as an attached or detached residential unit with independent living facilities on the same parcel as a primary residence, including efficiency units and manufactured homes.

Limits home rule powers by restricting local government authority to prohibit accessory dwelling units.
