Amends the Election Code to prohibit community mental health public questions from appearing on 2024 primary, 2024 general, or 2025 consolidated election ballots in townships where a community mental health question was approved in the 2022 general election.

Creates a new property tax abatement provision allowing non-home rule municipalities in counties with 3,000,000+ inhabitants to retroactively abate 2023 property taxes on parcels within special service areas and tax increment allocation redevelopment project areas, with the county clerk reissuing adjusted tax bills and waiving penalties and interest for 30 days.

Extends property tax exemptions to parking areas owned by non-profit trust funds, non-profit labor unions, or 501(c)(2) entities controlled by these organizations when used primarily for parking at educational trade schools.

Validates community mental health and developmental disabilities referenda imposing annual taxes between January 1, 1994 and the effective date of this amendatory act that complied with applicable statutory language requirements.

Amends referendum proposition language for community mental health facilities to include persons with substance use disorders in addition to developmental disabilities.
