Illinois Emergency Management Agency must adopt rule amendments to the Emergency Management Performance Grant program to guarantee every county emergency services and disaster agency receives a minimum base allotment of $25,000 per fiscal year.

Director of the Agency distributes remaining grant funds to county agencies as deemed appropriate, with discretion to allocate based on individual county needs.

Director must consider county tax base limitations, accreditation cost increases for smaller agencies, and frequency of disasters affecting smaller counties when distributing remaining funds.

Effective immediately upon passage.
