Removes the fiscal year 2024 restriction that limited early childhood construction grants to public school districts only, allowing not-for-profit entities to receive grants alongside school districts.

Establishes that not-for-profit early childhood entities renting or leasing from another not-for-profit entity are eligible for grants under this Section.

Requires local matching funds based on school district tier classification: Tier 1 districts provide 3% match, Tier 2 provides 7.5%, Tier 3 provides 8.75%, and Tier 4 provides 10% of the grant amount.

Mandates that 20% of total early childhood construction grant funds in each school year be awarded to school districts with populations exceeding 500,000, provided they meet Section requirements.

Directs the Capital Development Board to establish priority standards for early childhood projects in underserved communities using Census data and local early childhood service data.
