Creates the Online Age Verification for Material Harmful to Minors Act requiring commercial entities that knowingly publish or distribute material harmful to minors on websites where such material comprises more than 33.3% of content to verify users are 18 years or older.

Requires age verification through either a commercially available database regularly used for age and identity verification or another commercially reasonable verification method.

Defines "material harmful to minors" as descriptions or representations of nudity, sexual conduct, sexual excitement, or sadomasochistic abuse that appeal to prurient interests, are patently offensive to community standards, and lack serious literary, artistic, political, or scientific value for minors.

Commercial entities violating the Act face civil liability for damages resulting from minors' access to such material, plus reasonable attorney's fees and costs.

Exempts providers and users of interactive computer services on the Internet from liability under the Act.
