Requires each public and private Illinois higher education institution to maintain and publicly post on its website a report of actual violation findings by student organizations, athletic teams, and living groups related to code of conduct, anti-hazing policy, and laws concerning hazing, alcohol, drugs, sexual assault, and physical assault, beginning with the 2024-2025 academic year.

Report must include the name of the violating group, investigation dates, violation description, findings, and sanction details, excluding personal identifying information about students, and institutions must maintain the information for 5 years and post updates at least 45 days before fall term and 10 days before other terms.

Mandates institutions provide hazing prevention education to all employees including student employees at the beginning of each academic year and to new employees when hired, covering signs, dangers, and institutional prohibition of hazing.

Requires employees and volunteers with reasonable cause to believe hazing has occurred to report the incident to institutional authorities at the first available opportunity and prohibits institutional sanctions against good-faith reporters unless they directly participated in the hazing.

Amends the Criminal Code to expand hazing definition to include acts for maintaining membership (not just induction or admission) in groups, applies regardless of the student's willingness to participate, and includes acts likely to cause or causing physical injury, adverse mental health outcomes, or degradation, with enhanced penalties for hazing resulting in death or great bodily harm (Class 4 felony).
