Remove the phrase "lighted red or white" from Section 11-213, allowing fire department officers to use vehicles with oscillating, rotating, or flashing lights when closing highways or lanes during emergency operations.

Amend Section 11-907(c) to clarify that approaching drivers must yield to stationary authorized emergency vehicles displaying oscillating, rotating, or flashing lights as defined in Section 12-215, replacing outdated language about specific light colors.

Establish penalties for violating the requirement to yield to stationary emergency vehicles, ranging from $250-$10,000 for first violations and $750-$10,000 for subsequent violations, with enhanced penalties for violations causing property damage, injury, or death.

Create mandatory license suspension periods: 90 days to 1 year for property damage, 180 days to 2 years for injury, and 2 years for death resulting from violations of emergency vehicle yielding requirements.

Designate fines from violations to fund enforcement efforts and public education through the Scott's Law Fund for the State Police and Transportation Safety Highway Hire-back Funds for counties and municipalities.
