Creates a school time-change grant program administered by the State Board of Education to provide financial assistance to school districts for costs associated with delaying school start times

Requires eligible schools to change the start time to 8 a.m. or later for schools containing grades 6 through 12

School districts must implement the start time change before the 2026-2027 school year to qualify for grant funding

Authorizes the State Board of Education to adopt rules as necessary to implement the grant program
