Amends the Code of Civil Procedure to add a new provision allowing courts to grant full waivers of court fees, costs, and charges in child support actions when an applicant's income is below the poverty level.

Defines "indigent person" to include those receiving means-based public benefits (SSI, TANF, SNAP, etc.), those with income at or below 125% of poverty level, those unable to afford fees without substantial hardship, or those meeting criteria in Section 5-105.5.

Establishes a tiered partial waiver system: 75% waiver for income 125-150% of poverty level, 50% waiver for 150-175%, and 25% waiver for 175-200% of poverty level.

Requires courts to provide waiver applications through the clerk's office and mandates posting of a notice in English and Spanish in each courthouse explaining the right to request fee waivers.

Allows courts to reconsider waivers if information suggests the applicant was ineligible or has experienced a change in financial condition, but requires at least 10 days' written notice and limits such hearings to no more than once every 6 months.
