IL HB4291

Amends the Abused and Neglected Child Reporting Act to specify that when multiple mandated reporters from the same workplace designate one reporter to file a single report, the report must include the designated reporter's name, business address, telephone number, their capacity as a mandated reporter, and the information/sources giving rise to the suspicion of abuse or neglect.

Requires the designated reporter's report to include, if known, the child's name, address, school information, parents'/guardians' contact information, and details about the suspected abuser, with permission to report even if some information is unknown or uncertain.

Removes the previous requirement that reports include the names and contact information of other mandated reporters who shared the reasonable cause to believe abuse occurred.

For non-mandated reporters, requires the Department of Children and Family Services to request their name, telephone number, information giving rise to suspicion of abuse or neglect, and information sources; if they refuse to provide identifying information, the Department must explain confidentiality protections.

Mandated reporter training must include a section on implicit bias (attitudes and stereotypes affecting perceptions in an unconscious manner) and be completed within 3 months of engagement or per applicable state law timelines, then every 3 years; medical personnel must complete training every 6 years.
