Amends Section 24 of the Mechanics Lien Act to expand notice delivery methods for subcontractors and material suppliers claiming payment.

Requires written notice of payment claims to be sent to the property owner or their agent/architect, superintendent, and lending agency (if known) within 90 days of contract completion or delivery of additional work/materials.

Allows notice to be delivered by: (i) registered or certified mail with return receipt requested; (ii) nationally recognized delivery company with tracking service; or (iii) personal service.

Specifies that notice is considered served when placed with the delivery service or in the mail, rather than requiring proof of receipt.

Removes previous requirement for certified mail delivery to be limited to addressee only.
