Adds Section 25 to the Blockchain Technology Act prohibiting public or private entities from requiring individuals to submit a blockchain-based identification system as a condition of receiving goods or services.

Adds Section 16 to the Biometric Information Privacy Act prohibiting public or private entities from requiring individuals to provide biometric identifiers or biometric information as a condition of receiving goods or services.

Applies to any entity that uses blockchain technology to conduct transactions or collects, captures, purchases, receives, or obtains biometric identifiers or biometric information.
