Repeals two sections of the Department of Central Management Services law (405-530 and 405-535) and transfers relevant functions to the Commission on Equity and Inclusion.

Establishes the Clean Energy Primes Contractor Accelerator Program providing 5.5-year coaching, operational grants up to $1,000,000 annually, mentorship, and financing assistance to selected contractors in three Illinois regions with goals to support minority and women-owned businesses and equity investment eligible communities.

Requires private institutions of higher education to submit annual 2-page supplier diversity reports to the Commission on Equity and Inclusion, and mandates State agencies and public universities to submit annual race and gender wage reports to the Commission for public disclosure.

Transfers authority over the Business Enterprise for Minorities, Women, and Persons with Disabilities program and related procurement functions from the Department of Central Management Services to the Commission on Equity and Inclusion, with updated deadlines for disparity studies (December 31, 2028 and June 30, 2029).

Updates references throughout Illinois Procurement Code and Blind Vendors Act to replace the Department of Central Management Services with the Commission on Equity and Inclusion as the responsible agency.
