Amends the Election Code to change where write-in candidates must file notice of intent for uncontested party nominations.

Requires written statement or notice to be filed with the local election official where the candidate seeks to appear on the ballot, rather than with the State Board of Elections or the election official who receives nomination papers.

Write-in candidate notice must include candidate's name and address, statement of qualified party elector status, intent to be write-in candidate, and the office sought.

Notice must be filed by the date established for certifying candidates for the primary ballot; failure to file timely notice relieves election authorities from conducting a primary for uncontested offices.

Changes apply to both regular primary elections (Section 7-5) and special primary elections for U.S. Congressional vacancies (Section 7-12).
