Removes requirement for State Board of Elections to enter into agreements with Department of Human Services, Department of Healthcare and Family Services, Department on Aging, and Department of Employment Security to provide voter eligibility information to the Electronic Registration Information Center (ERIC)

Eliminates provision requiring directors or secretaries of those agencies to deliver member data on an annual basis to support ERIC membership compliance

Maintains existing requirement for State Board of Elections to enter into ERIC agreement effective no later than January 1, 2016, and to comply with ERIC Membership Agreement terms

Preserves requirement for Secretary of State to provide State Board of Elections with information necessary for ERIC compliance as frequently as needed

Keeps provisions requiring specific messaging to potential voters about registration eligibility and online registration options in ERIC communications
