Allows individuals who are 16 years old or older to preregister to vote, with applications held by the State Board of Elections until the applicant reaches voting age.

Permits 17-year-old voters to vote in primary elections and caucuses if they will be 18 years old by the date of the next general election for which candidates are being nominated.

Authorizes voter preregistration to be completed using paper applications provided by the State Board of Elections.

Requires election authorities that receive paper preregistration applications to promptly forward them to the State Board of Elections for processing.
