Amends the Child Care Act of 1969 to define "third-party vendor" as a fingerprinting vendor licensed by the Department of Financial and Professional Regulation and regulated under 68 Ill. Adm. Code 1240.600

Requires child care facility license applicants, employees, and volunteers to authorize criminal background investigations to determine if they have been charged with crimes and the disposition of those charges

Permits child care facilities, non-licensed service providers, day care centers, group day care homes, and day care homes to authorize the Department or a third-party vendor to collect fingerprints for investigations, with facilities paying third-party vendors directly for fingerprinting services

Requires fingerprints to be submitted to Illinois State Police and checked against state and Federal Bureau of Investigation criminal history records databases, with Illinois State Police charging a fee not exceeding actual costs

Mandates that criminal conviction information be provided to applicants, employees, and volunteers upon request before final Department action, while keeping all criminal charge information confidential and limiting internal Department access to those evaluating applications or individuals
