Amends Section 3-27.1 of the Public Community College Act regarding competitive bidding procedures for contracts exceeding $25,000 or a lower amount set by board policy.

Removes prohibition on electronic submission of construction bids, allowing construction bids to be submitted electronically if authorized in bid documents and opened according to the community college's electronic security measures.

Requires electronic bid submissions to be received by the designated deadline to be considered sealed documents, with vendors assuming risk of premature disclosure if procedures do not provide secure receipt.

Maintains existing contract exemptions including professional services, printing, equipment maintenance, data processing, emergency expenditures, perishable food purchases, and other specified categories.

Requires at least 3 days' notice to bidders of public bid opening time and place, with due advertisement including at least one public notice 10 days before the bid date in a local newspaper.
