HB4425 Summary

• Amends the Illinois Public Aid Code to establish personal needs allowances for residents in facilities licensed under the ID/DD Community Care Act, Community-Integrated Living Arrangements Licensure and Certification Act, or MC/DD Act who receive medical assistance payments.

• Requires the State to pay an additional amount beyond the federal minimum monthly personal needs allowance so that total monthly allowance equals $60 under current law and $90 beginning January 1, 2025.

• Beginning January 1, 2026, the $90 personal needs allowance shall increase annually at the same rate as the Social Security cost-of-living adjustment, effective each January 1.

• Applies only to individuals for whom payments are made throughout the entire month and who are determined eligible for medical assistance.
