IL HB4440

Amends the Counties Code (55 ILCS 5/5-1022) to allow counties to establish procurement goals promoting minority-owned and operated businesses.

Authorizes counties to set goals for women-owned and operated businesses, businesses owned by persons with disabilities, and locally-located businesses.

Adds consideration of bidder participation in apprenticeship programs registered with the United States Department of Labor when determining the lowest responsible bidder.

Maintains existing competitive bidding requirements for county purchases exceeding $30,000 by counties with fewer than 2,000,000 inhabitants.
