IL HB4446

Amends the Veterinary Medicine and Surgery Practice Act to include dangerous animals as defined in the Criminal Code within the scope of emergency veterinary treatment that does not require owner consent.

Expands the definition of "dangerous animal" to include serval, caracal, kangaroo, wallaby, and any hybrid, intergrade, or cross of these species.

Adds "federally licensed facility" definition covering commercial animal dealers, exhibitors, research facilities, and transporters licensed by the U.S. Government.

Restricts possession of dangerous animals to federally licensed facilities, veterinary hospitals, or permitted hound running areas (coyotes only), with exemptions for primates lawfully possessed before January 1, 2011, and service capuchin monkeys for mobility-impaired individuals.

Creates an affirmative defense for possession of serval-domestic cat crossbreeds possessed before the effective date of this amendment.
