HB4464 Summary

• Permanently removes the annual reapplication requirement for senior citizens homestead exemptions in counties with 3,000,000 or more inhabitants, effective for taxable year 2019 and thereafter (previously set to expire after 2023).

• In counties with less than 3,000,000 inhabitants, allows county boards to pass resolutions eliminating the annual reapplication requirement for senior homestead exemptions.

• Requires chief county assessment officials to conduct audits by December 31 of the first year of each reassessment cycle in counties where reapplication requirements are waived, to identify erroneously granted exemptions.

• Requires counties with 3,000,000 or more inhabitants to establish intergovernmental agreements with county clerks and Department of Public Health to obtain death records and automatically terminate exemptions for deceased taxpayers.

• Property owners must notify the chief county assessment officer when property no longer qualifies for the exemption in years when reapplication is not required.
