• Requires insurers to reimburse in-network mental health and substance use disorder services at 141% of Medicare rates (or 144% of insurer's prior rates for non-Medicare services) for policies amended, delivered, issued, or renewed on or after January 1, 2026.

• Mandates insurers complete the contracting process with behavioral health providers within 60 days of receiving a completed application, effective January 1, 2026.

• Requires coverage of medically necessary same-day mental health services from multiple providers, coverage of services by behavioral health trainees under supervision, and coverage of 60-minute psychotherapy (CPT Code 90837) without additional documentation or audit requirements, effective January 1, 2025.

• Allows providers submitting completed applications to bill insurers at contracted rates for services provided during the credentialing period (before final contract approval), effective January 1, 2025.

• Requires insurers to post credentialing policies, application requirements, and designated contact information on their websites; establishes $1,000 civil penalty per violation enforced by the Department of Insurance.
