Amends the Illinois Insurance Code by adding Section 370b.2 to prohibit group health plans and accident and health insurers from discriminating against health care providers acting within the scope of their state license or certification.

Allows group health plans, accident and health insurers, and the Director of Insurance to establish varying reimbursement rates based on quality or performance measures.

Applies to both group and individual health insurance coverage offered by accident and health insurers.
