Amends the Illinois Highway Code Section 4-220 to require the Department of Transportation to establish and solely fund bicycle and pedestrian ways during construction, reconstruction, or modification of State transportation facilities.

Applies requirement to areas within or within one mile of municipalities with populations over 1,000 people, or in unincorporated county areas within one mile of municipalities with populations of 50,000 or more.

Excludes pavement resurfacing projects that do not widen the existing traveled way or provide stabilized shoulders from the bicycle and pedestrian way requirement.

Allows the Secretary of Transportation to approve additional exceptions to the requirement.

Gives the Department discretion under subsection (e) regarding implementation of bicycle and pedestrian way establishment and funding.
