Amends the Child Care Act of 1969 to require part day child care facilities to notify the Department every 2 years with a notarized statement confirming compliance with state or local health standards and state fire safety standards.

Exempts day care providers listed in items (a) through (j) of Section 2.09 from licensure, provided they submit a notarized statement confirming compliance with Department of Public Health or local health department standards, State Fire Marshal fire safety standards, and State Board of Education standards if operated in public school buildings.

Requires either a qualified child care director or a qualified early childhood teacher with a minimum of 2,880 hours of experience to be present during the first and last hour of the workday and at facility opening or closing through June 30, 2029.

Directs the Department to adopt rules implementing the staffing requirements by January 1, 2025.
