Amends the Election Code Section 19A-21 regarding use of local public buildings for early voting polling places.

Units of local government must make their public buildings available to election authorities as permanent or temporary early voting polling places without charge, including reasonably necessary time before and after voting periods.

If a local government unit demonstrates that providing a building would interfere with scheduled programming, the election authority and local government must work cooperatively to find an alternative location for the early voting polling place.

Any portion of a public building used as an early voting polling place must be accessible to voters with disabilities and elderly voters.

Effective immediately upon enactment.
