Adds investigators and attorneys employed by the Department of Financial and Professional Regulation to those authorized to inspect and copy recipient records upon presentation of a Department subpoena when investigating licensed mental health or developmental disabilities service providers.

Permits the use of recipient records in administrative proceedings conducted by the Department of Financial and Professional Regulation without restriction.

Maintains existing access rights for parents, guardians, recipients, power of attorney agents, and others already entitled to inspect records under the Mental Health and Developmental Disabilities Confidentiality Act.
