Allows public middle schools, junior high schools, and high schools in Illinois to establish optional junior color guard programs beginning with the 2025-2026 school year, subject to availability of local resources.

Junior color guard programs serve to promote the value of and honor military personnel at school events, interscholastic athletic events, and other occasions where presentation of colors is requested.

Schools may permit junior color guard members to participate in community events requiring color presentation.

Schools may partner with civic organizations or associations (including veterans groups and military organizations) to provide training and equipment for junior color guard members.

"Local resources" includes financial assistance, training, equipment, and any local funds a school board expends to establish and maintain the program.
