Requires each licensed day care center to maintain video security systems and video surveillance of all public areas (hallways, entrances, play areas, common rooms, eating areas) by January 1, 2025, with surveillance prohibited in private areas such as bathrooms and changing areas.

Day care centers have 30 days to correct any video security system deemed inadequate by the Department of Children and Family Services.

Requires day care centers to notify all parents that public areas are under video surveillance and post signage at entrances informing visitors of the surveillance.

Changes certification requirements so that every staff member involved in direct care of children must be certified in first aid, the Heimlich maneuver, and cardiopulmonary resuscitation, rather than requiring only one certified staff member on premises during operating hours.
