Amends the Prevailing Wage Act (820 ILCS 130/2) to exclude projects funded wholly or in part with special service area funds from the definition of "public works"

Removes the requirement for prevailing wage payments on projects financed using special service area funds

Maintains prevailing wage requirements for all other public works projects funded through bonds, grants, loans, or other public funds

Special service area funds are local tax revenues collected from property owners in designated service areas for specific improvements or services
