Amends the Child Care Act of 1969 by modifying Section 4 to remove the requirement that the Department of Children and Family Services notify the public about changes in the area within a facility used by children or changes in the age of children served.

Retains the Department's obligation to notify the public when child care institutions, maternity centers, or group homes undergo changes in the range of care or services offered or the type of children served, published in a newspaper of general circulation.

Establishes a preliminary application process for "quality of care concerns applicants" seeking foster family home licenses, requiring disclosure of child removals and subsequent adoptions or placements.

Presumes quality of care concerns applicants unsuitable for licensure but allows the Department discretion to issue licenses if satisfied the home poses no risk to children and can meet their physical and emotional needs.

Requires child welfare agencies providing adoption services to maintain 501(c)(3) tax-exempt status, with a 24-month grace period for existing agencies to obtain this designation.
