HB4525 - Wholesale Prescription Drug Importation Program Act

• Establishes the Wholesale Prescription Drug Importation Program under the Department of Public Health to import lower-cost prescription drugs from Canada and other federal-approved countries for Illinois consumers.

• Requires the Department to contract with prescription drug wholesalers and Canadian suppliers, create a registration process for health plans and pharmacies, publish eligible drugs with prices on its website, and establish an outreach campaign.

• Restricts eligible drugs to those meeting FDA safety standards, not violating patent laws, expected to generate cost savings, and excludes controlled substances, biological products, infused drugs, intravenous drugs, surgical inhalant drugs, and parenteral drugs.

• Authorizes the Department to impose per-prescription fees or establish other funding mechanisms to administer the program, monitor anticompetitive activities, conduct audits, and expand to other countries as permitted by federal law.

• Requires annual reporting to the Governor and General Assembly beginning December 1, 2025, detailing participating drugs and suppliers, participating entities, prescriptions dispensed, estimated consumer and state savings, and audit results; effective July 1, 2024.
