HB4529 - Police Training Act Amendment

• Reduces the timeline for the Law Enforcement Training Standards Board to report notices of violation to relevant law enforcement agencies from 30 days to 7 days after receiving notice, unless reporting would jeopardize an investigation.

• Removes the exception that previously prevented notification when a notice of violation was reported by a law enforcement agency or law enforcement officer.

• Authorizes the Board to decertify officers for conduct including excessive force, failure to intervene, tampering with cameras or evidence, perjury, false statements, and unprofessional conduct harmful to the public.

• Establishes detailed investigation and hearing procedures including preliminary review requirements, quarterly progress reports, administrative law judge hearings, and a Certification Review Panel recommendation process.

• Requires law enforcement agencies to adopt written policies on investigating alleged violations and mandates that administrative law judges receive training on constitutional law, police tactics, investigations, impartial policing, and other specified topics.
