IL HB4581

Amends the School Code to clarify resident district determination for students whose parents or guardians have unknown locations or are unavailable.

Establishes that for students 18 years or older with no legal guardian whose residential placement outside their parent's school district is funded by a State agency or private insurance, the resident district is the school district where the parent lives.

Requires the State Superintendent of Education to make determinations about unknown parent or guardian locations based on an affidavit from the school superintendent or facility director plus 4 documentary items showing at least 4 separate location attempts.

Designates determinations of unknown parent or guardian location as final, but allows for review and reconsideration when a parent's or guardian's location becomes known.

Maintains existing provisions for homeless students, emancipated minors, and students in out-of-state placements under Illinois public agency guardianship.
